Abstract
ABSTRACT (in english) Problem/Background (GAP): (Contains the backgorund behind the research). The author focuses on the problem of the lack of data and network alignment that supports the SAMPEAN (Sistem Aplikasi Mobile Kepegawaian) Application which affects the running of the application. Objectives: The purpose of this study was to determine the effectiveness of the SAMPEAN application in improving employee performance in the city of Cirebon. Methods: This research uses descriptive research method with qualitative approach and analysis in measuring effectiveness according to Budiani Theory. Data collection techniques were conducted by interview (6 informants), observation and documentation. Result/Findings: The findings obtained by the authors in this study are that the SAMPEAN application program has been right on target, has achieved the goals that have been set but has not been maximized and is still lacking in the aspect of program socialization because it is only carried out during the initial launch of the application. The effectiveness of the SAMPEAN application has been running quite effectively because the set objectives have been fully achieved, although it is inseparable from the problems that occur in its implementation. In order to improve this program, it is hoped that there will be more socialization activities, either directly or through social media that are planned and directed. Keywords: Application, Effectiveness, Performance, SAMPEAN ABSTRAK (in bahasa) Permasalahan/Latar Belakang (GAP): (Berisi background yang melatarbelakangi penelitian). Penulis berfokus pada permasalahan belum adanya keselarasan data dan jaringan yang mendukung pada Aplikasi SAMPEAN (Sistem Aplikasi Mobile Kepegawaian) yang memengaruhi jalannnya aplikasi. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui efektivitas Aplikasi SAMPEAN dalam meningkatkan kinerja pegawai di Kota Cirebon. Metode: Penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif dan analisis dalam mengukur efektivitas menurut Teori Budiani. Teknik pengumpulan data dilakukan dengan wawancara (6 informan), observasi dan dokumentasi. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu program Aplikasi SAMPEAN telah tepat sasaran, mencapai tujuan yang telah di tetapkan namun belum maksimal dan masih kurang pada aspek sosialisasi program karena hanya dilakukan saat peluncuran awal aplikasi. Efektivitas Aplikasi SAMPEAN telah berjalan dengan cukup efektif karena tujuan yang ditetapkan telah tercapai seluruhnya walaupun tidak terlepas dari masalah yang terjadi dalam penyelenggaraanya. Guna meningkatkan program ini diharapkan memperbanyak kegiatan sosialisasi, baik secara langsung ataupun sosialisasi melalui media sosial yang terencana dan terarah.
