Abstract

ABSTRAK Efektivitas Pelayanan Dokumen Kependudukan Berbasi Web Lakonku Di Dinas Kependudukan Dan Catatan Sipil Kabupaten Kulon Progo Daerah Istimewa Yogyakarta Layanan lakonku dibuat untuk mempermudah pelayanan dokumen kependudukan Di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Kulon Progo. Tujuan penelitian ini menganalisis efektivitas pelayanan dokumen kependudukan melalui lakonku, mengetahui faktor faktor penghambat serta upaya yang di lakukan dinas dukcapiul dalam mengatasi hambatan dalam pelayanan dokumen kependudukan melalui lakonku. Penelitian ini menggunakan metode penelitian diskriptif kualitatif dengan pendekatan induktif untuk memperoleh data sesuai dengan keadaan yang ada di lapangan secara nyata. Dalam mengumpulkan data-data menggunakan beberapa cara yaitu observasi, wawancara, dan dokumentasi. Data yang telah terkumpul dianalisis menggunakan Teori Efektivitas menurut Saxena (dalam Indrawijaya 2010:176) dengan menggunakan tiga Dimensi tentang efektivitas yaitu dimensi kualitas dimensi kuantitas dan dimensi waktu. Hasil penelitian menunjukkan bahwa pelayanan dokumen kependudukan melalui lakonku belum efektif dikarenakan masih menemui beberapa kendala yaitu kurangnya pemahaman masyarakat terkait penggunaan layanan lakonku dalam pengurusan dokumen kependudukan, terhambatnya proses sosialisasi secara langsung karena adanya pandemi covid-19, kurangnya admin dan verifikator yang mengoprasikan layanan lakonku karena adanya PPKM sehingga banyak pegawai yang WFH. Saran yang diberikan peneliti kepada Dinas kependudukan Dan Pencatatan sipil yaitu meningkakan sosialisasi terkait layanan kepada masyarakat serta menambah staf pada pengelolaan administrasi layanan lakonku untuk mempercepat pelayanan Kata Kunci: Pelayanan secara daring, layanan lakonku, Dinas Kependudukan dan Pencatatan Sipil ABSTRACT The Effectiveness of Web-Based Population Document Services for Lakonku at the Population and Civil Registry Office of Kulon Progo Regency, Special Region of Yogyakarta Digitalization makes every human business easier, more effective and efficient. This causes the government of the Republic of Indonesia to be able to adapt and apply existing technological developments, one of which is in the field of population administration services. The purpose of this study is to analyze the effectiveness of population document services through my play by reviewing it through 3 dimensions, namely the quality, quantity and time dimensions. This study uses a qualitative descriptive research method with an inductive approach to obtain data according to the actual conditions in the field. In collecting data using several ways, namely observation, interviews, and documentation. The data that has been collected was analyzed using the Effectiveness Theory according to Saxena (in Indrawijaya 2010:176) by using three dimensions of effectiveness. Based on the data analysis carried out, it was obtained that the population document service through the play that was studied through the theory of effectiveness according to Saxena in Indrawijaya had not been effective because it still encountered several obstacles, namely the lack of public understanding regarding the use of the Lakonku service in managing population documents, the inhibition of the direct socialization process due to the existence of the covid-19 pandemic, the lack of admins and verifiers who operate my play services because of the PPKM so many employees are WFH. The advice given is to increase socialization related to services to the community and add staff to the administrative management of my play services to speed up service Keywords: online service, play service, Department of Population and Civil Registration
