Abstract

The administration of the bureaucracy in Indonesia in general is still not professional due to the arrangement of Human Resources for the Apparatus, which still has many interests from external and political parties in it, and is full of Corruption, Collusion and Nepotism (KKN) practices. The purpose of this study was to determine the arrangement, constraints, and also efforts to overcome obstacles in the arrangement of the Apparatus Human Resource Management System by the Regional Personnel Agency of Sidoarjo Regency. This study uses the theory of human resource management (HR) apparatus from Sedarmayanti (2009:94), this theory has indicators, namely, an effective training system, recruitment according to procedures; clear and planned career patterns, and job classifications. This study uses a qualitative - descriptive research method. Data collection techniques using interviews, observation, and documentation. The results showed that the Organization of the Apparatus Human Resource Management System by the Regional Personnel Agency of Sidoarjo Regency was carried out well, but there were still some obstacles, namely the implementation of online training during the covid-19 pandemic, network problems occurred by training participants, unpreparedness of employees who would be promoted or transferred. positions so that their careers are delayed, and there are no new functional positions that match the previous echelon IV positions. The efforts of the Sidoarjo Regency BKD to deal with these obstacles are urging the use of the Sidoarjo Regency Civil Service Agency's CBT room during training activities, urging employees to prepare data and requirements for promotions or position transfers, and submitting new functional position nomenlaktures for echelon IV positions.
