Abstract
ABSTRACT Problem (GAP): the author focuses on the lack of competent human resources if you look at the comparison between the total number of employees and the number who have attended the training, it is very far reaching half of the number of employees in the agency who have not attended the training, especially if we look at the workload other employees because not all employees have attended the training. Purpose: To determine the effectiveness of electronic-based business licensing services at DPMPTSP Palu City, Central Sulawesi Province. Method: The research method used in this research is qualitative with descriptive method and using an inductive approach. Where the data collection techniques used are interviews, observation and documentation as well as using triangulation data analysis techniques. Results/Findings: The results obtained from this study indicate that the business licensing service at the Office of Investment and One Stop Services in Palu City, Central Sulawesi Province has not been effective, although obstacles are still found, but electronicbased business licensing services can improve business licensing services. The electronic-based business-based licensing service system still needs to be optimized again through cross-sectoral coordination in its implementation. Conclusion: The conclusion from the results of the research and observations obtained by the author in the field, the author can conclude that the implementation of electronic-based business licensing services at the Office of Investment and One-Stop Integrated Services, Palu City, Central Sulawesi Province has not been effective.
