Abstract

ABSTRACT Problems (GAP): The Merauke regency government has not implemented a good recruitment system so as not to cause a problem, and this step can be started by making or establishing a good and correct employee formation so that the government can clearly identify the shortage or vacancy that needs to be filled in each each unit or agency that requires manpower in this case PNS/ASN with a definite number and according to the workload borne, so that the results of recruitment are right on target and do not cause a boomerang to the Merauke Regency government. Purpose: The purpose of this study was to determine the effectiveness of formations on competency development in BKPSDM Merauke district. Methods: The research method used in this study is a qualitative descriptive method with an inductive approach. Data collection techniques through interviews and documentation, as well as data analysis techniques through data reduction, data presentation, conclusion drawing and verification. Results/Findings: The results show that the formation of employees in Merauke district is going well and for the development of employee competencies there are still problems such as infrastructure, budget, and specialist educators, but all of them can still be handled properly. Conclusion: The development of competence in the Personnel and Human Resources Agency of Merauke Regency, Papua Province is quite good but not comprehensive, and there are also employees who have low educational backgrounds so that these employees are more capable of working after receiving education or training provided by the organization.
