Abstract

ABSTRACT IMPLEMENTATION OF THE SPECIAL AUTONOMY FUND (DAK) POLICY FOR EDUCATION IN JAYAPURA REGENCY, PAPUA PROVINCE By : Senas Alken Demtu Supervisor I : Dr.Drs.M. Zubakhrum B. Tjenreng, M. Si Supervisor II : Mesy Faridah Hendiyani, S.STP, MPA Implementation is an activity or program that is contained in a policy, policy is an action to achieve the goals that have been set in a decision. attention and more dignified treatment for all Papuan people. The implementation of the Special Autonomy policy in the field of education, namely improving the quality of education, providing expansion to the public in obtaining education in terms of providing scholarships and exemption from school fees, providing learning facilities and infrastructure, and improving the quality of teaching staff, The purpose of writing this final report is to know and understand the implementation of the policy of the Special Autonomy Fund in the Education Sector in Jayapura District, then the supporting factors and obstacles as well as the efforts made in overcoming obstacles. The type of research used is qualitative with descriptive research methods and inductive approaches. This study uses data collection techniques through observation, interviews, documentation. The results of this study were analyzed using data reduction techniques, data presentation, and verification or decision making. The conclusions from the results of this study indicate that the implementation of the Special Autonomy Fund Policy in the Education Sector has not yet been implemented in accordance with the mandate of the Special Autonomy Law. As for the suggestions given by the author, namely the government to carry out comprehensive socialization and openness to the goals of Special Autonomy in the Education Sector so that the objectives of the Special Autonomy Policy Implementation can be carried out in accordance with the mandate of law nomor 21 of 2001 on Special Autonomy.
