Abstract
Problem Statement/Background (GAP): (Contains the background behind the research). An organization that is running well is indicated by the presence of one indicator, namely the cog in the form of competent human resources. This aspect is a very important asset to achieve the success of an organization. To achieve this success, it is necessary to develop competence, as stated in Law Number 5 of 2014 article 70 paragraph (1) concerning the State Civil Apparatus which emphasizes that every State Civil Apparatus employee has the right and opportunity to develop competence.Objective: This research is entitled Development of Apparatus Resources Through Technical Training at the Palembang City Personnel and Human Resources Development Agency. This research is intended to find out and describe how the implementation of competency development is seen from the technical education and training aspect at the Palembang City Personnel and Human Resources Development Agency. Methode: The research design that the writer uses is qualitative research with descriptive methods and an inductive approach. Data collection techniques through interviews, observation, and documentation. The researcher used data analysis techniques using data analysis techniques according to the Miles and Huberman model which consisted of data reduction, data presentation and conclusion drawing. Result:. The results showed that the implementation of the development of the competence of personnel resources in the Agency for Personnel and Human Resources Development of Palembang City was good, this can be seen from the performance of employees in the city of Palembang in general are already competent. However, there are still some obstacles in the implementation of the technical training which causes the results of the implementation of the training to be less than optimal. Conclusion: There are several suggestions from the authors in this study for competency development through technical training at the Palembang City Personnel and Human Resources Development Agency so that it runs more optimally Keywords: Development, Competence, Technical Training
