Abstract
Problem Statement/Background (GAP): The author focuses on the existence and the effectiveness of the Municipal Police that should be able to overcome problems related to the implementation of billboards in Malang City. Purpose: This thesis aims to determine and analyze the effectiveness of the Municipal Police in controlling the implementation of billboards in Malang City, the supporting and inhibiting factors, as well as the efforts of the Municipal Police in increasing the effectiveness of controlling the implementation of billboards. Method: This thesis uses a qualitative descriptive method with an inductive approach. Data collection techniques used are interviews, observation, and documentation. Result: The results showed that the effectiveness of the Malang City Municipal Police in controlling the implementation of billboards was not effective enough. The inhibiting factors consist of a lack of human resources, standard operating procedures that are still not specific, inadequate infrastructure, lack of awareness of billboard violators, unclear identity of billboards that violate, and not optimal performance and work motivation systems. Conclusion: The effectiveness of the Malang City Municipal Police in controlling the implementation of billboards was not effective enough because of the lack of human resources, inadequate infrastructure, lack of awareness of billboard organizers to comply with the rules, and not optimal performance and work motivation systems. In order to improving effectiveness on regulating billboards in Malang City, it is recommended to improving the quality of human resources in the Malang City Municipal Police in the form of providing opportunities for personnel to develop self-competence and optimizing the reward and punishment system for Malang City Municipal Police personnel as a form of appreciation for the hard work of personnel and the work motivation of the personnel, following up on the condition of facilities and infrastructure, especially those used for controlling billboards, can be in the form of re-procuring mobile cranes as well as maintenance and maintenance of infrastructure facilities, and establishing communication and conducting intensive socialization to billboard organizers related to the rules for implementing billboards that apply in Malang City.
