Abstract
ABSTRACT Problem/Background (GAP):. Seeing the flash flood disaster that occurred in Sentani District and was the second time after the first occurred in 2007, then in the implementation of post-disaster management to date, it is still being carried out, the Regional Disaster Management Agency must immediately eliminate or overcome the factors that hinder the post-disaster management strategy. banjir bandang disasters and formulate breakthroughs to speed up the rehabilitation and reconstruction process. Purpose: This study was conducted with the aim of identifying and analyzing the strategies and inhibiting factors of BPBD Jayapura Regency in handling post-flood flash disasters to formulate appropriate strategies to be able to accelerate the process of completing the rehabilitation and reconstruction that is right on target. Method: This research was conducted using a qualitative descriptive method and an inductive approach. Determination of research subjects was carried out using purposive sampling technique and the data sources in this study using data collection methods used were observation, interviews and documentation. This study uses an analysis of the analytical techniques used by researchers in the form of data reduction, data presentation, and drawing conclusions based on strategic theory analysis from Rangkuti (2016:10) through SWOT analysis. Results: The results of this study indicate that the first strategy is implemented by optimizing cooperation with agencies or agencies that have a role in post-disaster such as the Public Works Service and the Social Service. The second strategy is to find the community or private parties who are willing to cooperate in the rehabilitation and reconstruction after the flash flood in Sentani District. The factor that hinders the Jayapura Regency BPBD in postdisaster handling is the optimization of the state civil apparatus in participating in disaster management training/training, this is due to incompetent human resources and not too familiar with the disaster management system especially after the disaster, the second is the Optimization of Facilities and Infrastructure that has this is due to the lack of optimization of the facilities and infrastructure owned. The next obstacle is the poor office building, the Jayapura Regency BPBD office which is small and limited by partitions, the Covid-19 pandemic and also the loss of networks are the main factors for the slow absorption of the budget for rehabilitation and reconstruction. Conclusion: BPBD strategy in handling Post-Flood Flash Disasters in Sentani District that the indicators have been implemented quite well, however, there are still quite a lot of shortcomings starting from the Jayapura Regency BPBD institution being unable to calculate the damage ratio in the post-disaster because so far the Jayapura Regency Government has not paid attention to BPBD because Disasters that have a large enough impact rarely occur in Jayapura Regency.
