Abstract
Problem/Background (GAP): Illegal mining, especially tin mining, is very common in Pangkalpinang City, considering that the Bangka Belitung Islands Province is the largest tin-producing area in Indonesia. The performance of the Pangkalpinang City Satpol PP in controlling illegal mining is expected by the community so that this problem can be quickly resolved. This condition is interesting to study how the performance of the Satpol PP in Pangkalpinang City in carrying out control, the inhibiting factors in controlling and the efforts made by the Satpol PP in overcoming obstacles. Purpose: The purpose of this research is to find out how the performance of the Civil Service Police Unit in controlling illegal mining in Pangkalpinang City, Bangka Belitung Islands Province. Methods: In this study, the researcher used a qualitative descriptive research method with the research location at the Pangkalpinang City Civil Service Police Unit. The data collection techniques used are Observation, Interview and Documentation and Data Analysis techniques are carried out by reducing data, presenting data and then conclusions and data verification. Results/Findings: The results obtained by the author in this study are in measuring the performance of the Civil Service Police Unit, which can be measured through several indicators, namely, productivity, service quality, responsiveness, responsibility, and accountability. The first indicator is productivity, there are results from the productivity of the Pangkalpinang City Satpol PP performance in controlling illegal mining, which has reached the 100% target in 2019 and 2020. Then the quality of service that has the result that the Pangkalpinang City Satpol PP service quality is quite good in service quality, one of the the other has a service program, namely a special call center for reporting the existence of illegal mining in the city of Baselinang. Then the responsiveness indicator that discusses how the responsiveness of the Pangkalpinang City Satpol PP in dealing with the problem of illegal mining in Pangkalpinang City and there is a conclusion that the Pangkalpinang City Satpol PP's responsiveness is still relatively low. The fourth indicator is responsibility which concludes that there are still Pangkalpinang City Satpol PP employees who commit violations so that they are not in accordance with the assigned responsibilities. Then the last indicator is accountability which concludes that the accountability of the Pangkalpinang City Satpol PP is measured through the Government Agencies Performance Accountability Report (LAKIP) of the Pangkalpinang City Satpol PP to be reported to the leadership. Conclusion: The performance of the Pangkalpinang City Civil Service Police Unit has several problems. However, in implementing the control strategy, of course, Satpol PP has supporting and inhibiting factors. Keywords: Community Diseases; Civil service police Unit; Strategy
