Abstract
ABSTRACT Problem/Background (GAP): the author focuses on irregularities in building permits that have been violated by the community and business entities in Jayapura City. Objective: The purpose of this research is to find out how the role of the Jayapura City Satpol PP is in enforcing the Perda related to IMB, then look for the inhibiting and supporting factors in the implementation of the enforcement. Methods: The research method used is descriptive qualitative research with an inductive approach. The data collection technique used in this research is the technique of Observation, Interview, and Documentation. Results/Findings: The results of this study indicate that there are still many violators of the Perda IMB (Perda Kota Jayapura No.17 of 2011 concerning Buildings) with various models of problems in the City of Jayapura. The cause of the violation of the Perda on IMB that the researcher determined based on the research, namely the lack of personnel and human resources for Satpol PP personnel in enforcing the Perda IMB. Then the lack of supporting infrastructure in implementing the enforcement of the Perda IMB in Jayapura City and others. Conclusion: the conclusion in this study shows that there are still many violators of Perda IMB (Perda Kota Jayapura No. 17 of 2011 concerning Buildings) with various models of problems in Jayapura City because there are several things that hinder it. ABSTRAK Permasalahan/Latar Belakang (GAP): penulis fokus pada penyimpangan-penyimpangan izin mendirikan bangunan yang telah dilanggar oleh masyarakat maupun badan usaha yang ada di Kota Jayapura. Tujuan: Tujuan penelitian ini adalah untuk mengetahui bagaimana peranan Satpol PP Kota Jayapura dalam penegakan Perda terkat dengan IMB, lalu mencari faktor penghambat dan pendukung dari pelaksanaan penegakan tersebut. Metode: Metode penelitian yang digunakan adalah penelitian secara kualitatif yang bersifat deskriptif dengan pendekatan induktif. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah teknik Observasi, Wawancara, dan Dokumentasi. Hasil/Temuan: Hasil penelitian ini menunjukan bahwa masih banyak pelanggar Perda IMB (Perda Kota Jayapura No.17 Tahun 2011 ttg Bangunan Gedung) dengan berbagai model permasalahan di Kota Jayapura. Adapun penyebab dari pelanggaran Perda tentang IMB yang peneliti tetapkan berdasarkan penelitian, yaitu kurangnya jumlah personil serta SDM personil Satpol PP dalam menegakan Perda IMB. Kemudian kurangya saran-prasaran pendukung dalam melaksanakan 2 penegakan Perda IMB di Kota Jayapura dan lain-lain. Kesimpulan: kesimpulan pada penelitian ini menunjukan bahwa masih banyak pelanggar Perda IMB (Perda Kota Jayapura No.17 Tahun 2011 ttg Bangunan Gedung) dengan berbagai model permasalahan di Kota Jayapura karena ada beberapa hal yang menghambat.
