Abstract
ABSTRACT Problem/Background (GAP): The author focuses on deviations from the distribution and consumption of alcoholic beverages in Nabire District, Papua Province. Objectives: to find out how the role of the Civil Service Police Unit is in controlling alcohol, the factors that affect the success rate of the program and the factors that become obstacles, then the efforts made by the Civil Service Police Unit in controlling alcoholic beverages. Methods: The research method used is descriptive qualitative research with an inductive approach. The data collection technique used in this research is the technique of Observation, Interview, and Documentation. Results/Findings: The results of this study indicate that since the enactment of Regional Regulation No. 15 of 2013 concerning the Prohibition of Importing, Storage, Distribution, Sales and Production of Alcoholic Beverages in Nabire Regency, the Civil Service Police Unit in the role of controlling alcoholic beverages has not run optimally. The inhibiting factors faced are the inadequate quality of apparatus resources, the lack of supporting factors such as facilities and infrastructure, and the lack of existing personnel in supporting the enforcement efforts. Conclusion: the conclusion in this study is the role of the Civil Service Police Unit in the control role. alcoholic beverages have not run optimally because there are several obstacles that affect it. Keywords: Role, Control, Alcoholic Drink ABSTRAK Permasalahan/Latar Belakang (GAP): penulis fokus pada penyimpangan-penyimpangan dari penyebaran dan komsumsi minuman beralkohol di Kabupaten Nabire, Provinsi Papua. Tujuan: Tujuan penelitian ini adalah untuk mengetahui bagaimana peran Satuan Polisi Pamong Praja dalam menertibkan miras, faktor yang mempengaruhi tingkat keberhasilan program serta faktor-faktor yang menjadi penghambat, kemudian upayaupaya yang dilakukan oleh Satuan Polisi Pamong Praja dalam menertibkan minuman beralkohol. Metode: Metode penelitian yang digunakan adalah penelitian secara kualitatif yang bersifat deskriptif dengan pendekatan induktif. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah teknik Observasi, Wawancara, dan Dokumentasi. Hasil/Temuan: Hasil penelitian ini menunjukan bahwa sejak berlakunya Peraturan Daerah Nomor 15 Tahun 2013 Tentang Larangan Pemasukan, Penyimpanan, Pengedaran, Penjualan Serta Memproduksi Minuman Beralkohol di Kabupaten Nabire, Satuan Polisi Pamong Praja dalam peranan penertiban minuman beralkohol belum berjalan dengan optimal. Faktor-faktor penghambat yang 2 dihadapi yaitu kualitas sumber daya aparatur yang kurang memadai, kurangnya faktor pendukung seperti sarana dan prasarana, serta kurangnya jumlah personil yang ada dalam mendukung upaya penertiban.. Kesimpulan: kesimpulan pada penelitian ini adalah peranan Satuan Polisi Pamong Praja dalam peranan penertiban minuman beralkohol belum berjalan dengan optimal karena ada beberapa hambatan yang mempengaruhinya.
