Abstract
ABSTRACT Problem Statement/Background (GAP): This research is motivated by the fact that forest destruction in Maluku province still often occurs every year caused by unscrupulous entrepreneurs and the community through illegal logging or illegal logging activities, illegal logging activities will have an impact on the loss of forest functions so that it can lead to the loss of forest functions. Porpuse: The purpose of this research is to find out how the Tasks and Functions of the Forestry Service Execute in Preventing Flood Disasters in Maluku Province, as well as to find out what are the factors that hinder the forestry service in carrying out its duties, and what efforts are being made by the Department of Forestry. Maluku Province Forestry in overcoming the factors that become obstacles. Method:The research method used is a qualitative research method with a descriptive approach. The informants in this study were employees of the Maluku Provincial Forestry Service with purposive sampling technique. Data collection techniques were carried out by means of direct interviews with semi-structured techniques, observations and documents. Result: The results of the study show that the implementation of the tasks and functions of the Forestry Service Office in Preventing Flood Disasters in Maluku Province has reached a maximum of 2,000 ha. This can be seen from every dimension in the study which only has a few shortcomings and this can be attempted to be overcome by the Maluku Provincial Forestry Service.. Conclusion: The results of the analysis concluded that the implementation of the tasks and functions of the Forestry Service in Preventing Flood Disasters in Maluku Province was maximal. Barriers that come from outside and inside can also be overcome with the efforts made. Based on these conclusions, the researchers provide suggestions for the Government and the Forestry Service so that there is a need for re- improvement and evaluation of the obstacles that hinder the implementation of tasks and functions in preventing flood disasters in Maluku province. Keywords: Implementation, Forestry Service, Flood, Maluku Province ABSTRAK Permasalahan/Latar Belakang (GAP): Penelitian ini dilatarbelakangi karena kerusakan hutan di provinsi Maluku masih sering terjadi setiap tahunya yang disebabkan oleh oknum pengusaha maupun masyarakat melalui kegiatan illegal logging atau pembalakan hutan secara liar, kegiatan illegal logging akan berdampak pada hilangnya fungsi hutan sehingga dapat menyebabkan terjadinya berbagai ancaman bencana seperti banjir. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui bagaimana Pelaksanaan Tugas dan Fungsi Dinas Kehutanan Dalam Mencegah Bencana Banjir di Provinsi Maluku, serta mengetahui apa saja faktor yang menghambat dinas kehutanan dalam pelaksanaan tugasnya, dan upaya apa yang dilakukan oleh Dinas Kehutanan Provinsi Maluku dalam mengatasi faktor-faktor yang menjadi hambatan. Metode: Metode penelitian yang digunakan adalah metode penelitian kualitatif dengan pendekatan deskriptif. Informan yang ada dalam penelitian ini adalah Pegawai Dinas Kehutanan Provinsi Maluku teknik purposive sampling. Teknik pengumpulan data dilakukan dengan cara wawancara langsung dengan teknik semiterstruktur, observasi dan dokumen. Hasil/Temuan: Hasil penelitian menunjukan bahwa Pelaksanaan Tugas dan Fungsi Dians Kehutanan dalam Mencegah Bencana Banjir Di Proinsi Maluku sduah maksimal Ha ini dapat dilihat dari setiap dimensi yang ada dalam penelitian yang hanya sedikit memiliki kekurangan dan hal itu pun dapat diupayakan untuk diatasi oleh Dinas Kehutanan Provinsi Maluku.Kesimpulan: Hasil analisis diambil kesimpulan bahwa Pelaksanaan tugas dan fungsi Dinas Kehutanan dalam Mencegah Bencana Banjir di Provinsi Maluku sdah maksimal. Hambatan yang berasal dari luar maupun dalam juga sudah dapat diatasi dengan upaya yang dilakukan. Berdasarkan kesimpulan tersebut, peneliti memberikan saran yaitu untuk Pemerintah dan Dinas Kehutanan agar perlu adanya perbaikan kembali dan evaluasi terhadap kendala yang menjadi penghambat Pelaksanaan tugas dan fungsi dalam mecegah bencana banjir di provinsi Maluku.
