Abstract
ABSTRACT Problem Statement/Background (GAP): (Contains the background behind the research). structuring regional apparatus organizations in Bulukumba Regency, there are still various problems that cause obstacles in structuring regional apparatus organizations, the results of searches conducted by researchers on the internet, media and communication as well as with the organizational and communication divisions of Bulukumba Regency, there are various problems such as the commitment of the regional government of the Regency Bulukumba to produce a lean and efficient organization is not yet optimal and still lacks relevant human resources and funding from the APBD and also a flat organizational concept, based on vision-mission, lean, networking, maximizing functional positions, and an organization that is always learning, does not appear clearly in the policy.Purpose: to find out and analyze the Organizational Arrangement of the Regional Apparatus, to know and analyze the supporting and inhibiting factors of the Regional Apparatus Organizational Arrangement, to know and analyze the efforts to overcome the inhibiting factors of the Regional Apparatus Organizational Arrangement Method: This study uses descriptive qualitative research methods with an inductive approach, where the authors obtain data by means of interviews, observation and documentation Result: : Structuring Regional Apparatus Organizations in Bulukumba Regency, South Sulawesi Province; Organizational Arrangement of Regional Apparatus Based on Regional Government Affairs/Authorities; Flexibility: Organizational Arrangement of Regional Apparatuses in Bulukumba Regency, South Sulawesi Province, implements the effectiveness of structuring the regional secretariat of Bulukumba Regency with rationality, as needed, efficiency, which can function optimally, can achieve optimal target results, can use budget appropriately and efficiently, able to anticipate the development and improvement of tasks/jobs, and be able to overcome problems or obstacles/obstacles that arise in the implementation of tasks and functions. Conclusion: Structuring the Organization of Regional Apparatuses in Bulukumba Regency, South Sulawesi Province has been running well, efficiently and effectively, it can be seen from the duties and functions of each regional apparatus organization carried out. Internal factors from human resources and the budget have support and commitment in every implementation of the program that has been launched even though there are still obstacles in its implementation.
