Abstract
Problem Statement/Background (GAP): Education and Training is the creation of an environment in which human resources (HR) can acquire or learn attitudes, abilities, skills, knowledge and behaviors related to the work of an individual.Purpose: The purpose of this Thesis Writing is to find out and analyze the Optimization of Technical and Functional Education and Training, identify and analyze the inhibiting factors for optimization, as well as identify and analyze the efforts made by the Human Resources Development Agency in overcoming obstacles to the Optimization of Technical and Functional Education and Training in the Provincial Governmen of Papua. Method: The research method uses a Descriptive Qualitative research method with an Inductive approach. Data collection techniques are observation, interview and documentation and using triangulation analysis techniques.. Result: The research results show that the results of the research focus are good but not optimal. It is proven by the results of the graduation of the training participants above 50%. There are several things that hinder the implementation of education and training, such as the occurrence of the covid-19 pandemic which causes the implementation of education and training to be not as optimal as it was before the pandemic. Conclusion: Overcoming these obstacles, steps need to be taken by using a zoom meeting application that is made as attractive as possible so that education and training participants are enthusiastic in participating in education and training and the material presented can be conveyed and well received by participants.
