Abstract
Problem Statement/ Background (GAP): Capacity building is one of the efforts to improve quality aimed at state apparatus, especially in this case the community protection unit to carry out government duties in the form of security and public order. Purpose: This study uses the theory of capacity building which is intended to identify and analyze the development of human resources as well as the constraints and efforts made by the Lembata district government. Method: The research method used is descriptive qualitative method with an inductive approach. Data collection techniques were carried out through observation, interviews, and documentation. After the data is obtained, analysis is carried out through data reduction, data presentation and drawing conclusions. Result: The results showed that increasing the capacity of the community protection unit with the human resource development program by the Lembata district government when measured from four (4) dimensions according to Brown (2001) it can be concluded that it is quite good even though in reality there are still many shortcomings and obstacles such as lack of human resources. , lack of facilities and infrastructure to support services and lack of budget in capacity building programs. Conclusion: Seeing this, there are several efforts that must be made to overcome the existing obstacles, namely by setting standards for recruiting members, completing facilities and infrastructure and increasing the program budget so that the capacity building program can run optimally.
