Abstract
ABSTRACT Program Statement/ Background (GAP): Regional autonomy is the provision of independence for autonomous regions in order to provide good services for the community. Purpose: This study aims to analyze the Regional Original Revenue Growth Capability of the Kupang City Government for the 2019-2021 fiscal year, the inhibiting factors for increasing PAD capacity, as well as efforts to increase Regional Original Revenue Growth.Method: Qualitative research method with descriptive approach and data collection with descriptive inductive method. This study uses the theory of financial ratio analysis by Mahmudi, which consists of the ratio of regional income variance, the ratio of the degree of decentralization, the ratio of regional financial independence and the ratio of regional revenue growth. Result: The ability to grow local revenue from 2019 to 2021 at the Regional Asset Finance Agency of Kupang City is still not good. Regional income variance in 2019-2021 with an average of 92.6% is on a good scale. The percentage of the degree of decentralization of Kupang City for 3 fiscal years is at a percentage of 14.2% with the ratio of the degree of decentralization being on an interval scale of Less Good. The ratio of the level of financial independence in 2019-2021 with an average of 19.8% is on a very low scale. Conclusion: The percentage of the regional financial growth rate of Kupang City tends to decrease with an average percentage of -3.22% where on the interval scale it is not good and there are inhibiting factors in its implementation, namely Human Resource Competence Problems, Lack of supervision, Lack of awareness of the taxpayer community. Suggestions for local government researchers can improve human resources, increase supervision and increase awareness of taxpayers so that Regional Autonomy can run well. Keywords : Analysis ratio, Growth of Regional Original Income (PAD), Regional Autonomy ABSTRAK Permasalahan/ Latar Belakang (GAP): Otonomi daerah adalah pemberian kemandirian bagi daerah-daerah otonomi agar dapat memberikan pelayanan yang baik bagi masyaraka. Tujuan: Penelitian ini bertujuan untuk menganalisis Kemampuan Pertumbuhan Pendapatan Asli Daerah Pemerintah daerah Kota Kupang tahun anggaran 2019-2021, faktor penghambat peningkatan kemampuan PAD,serta upaya untuk meningkatkan Pertumbuhan Pendapatan Asli Daerah. Metode: penelitian kualitatif dengan pendekatan deskriptif dan pengumpulan data dengan metode deskriptif induktif. Penelitian ini menggunakan teori analisis rasio keuangan oleh Mahmudi yaitu terdiri dari rasio Varians Pendapatan Daerah, Rasio derajat Desentralisasi, Rasio Kemandirian Keuangan Daerah dan rasio Pertumbuhan Pendapatan Asli Daerah. Hasil: Kemampuan Pertumbuhan pendapatan asli daerah dari tahun 2019 sampai 2021 di Kota Kupang masih belum baik. Varians pendapatan daerah pada Tahun 2019-2021 dengan rata rata sebesar 92,6% berada pada skala baik. Besar persentase derajat desentralisasi Kota Kupang selama 3 tahun anggaran berada pada persentase 14,2% dengan rasio derajat desentralisasi berada pada skala interval Kurang Baik. Rasio tingkat kemandirian keuangan pada tahun 2019-2021 dengan rata rata sebesar 19,8% berada pada skala rendah sekali. Kesimpulan: Persentase tingkat pertumbuhan keuangan daerah Kota Kupang cenderung menurun dengan rata rata persentase sebesar -3,22% dimana pada skala interval kurang baik dan ada faktor penghambat dalam pelaksanaannya yaitu Permasalahan Kompetensi Sumber Daya Manusia, Kurangnya pengawasan, Kurangnya kesadaran Masyarakat wajib pajak. Saran peneliti pemerintah daerah dapat meningkatkan sumber daya manusia,meningkatkan pengawasan dan meningkatkan kesadaran wajib pajak sehingga Otonomi Daerah Dapat Berjalan dengan baik.
