Abstract
ABSTRACT Problem Statement/Background (GAP): (Contains the background behind the research). Migration is defined as the movement of people from one place to another that transcends political or state boundaries or administrative boundaries or the boundaries of a country's divisions. Population migration is essentially a reflection of differences in economic growth and uneven distribution of development facilities between one region and another. The Population and Civil Registration Office of Jayapura City is a Regional Government Organization (OPD) which has the duties and functions as civil administrators.Purpose: to find out and identify the role of the Population and Civil Registration Office in controlling the Population Administration, analyze the barriers and describe the efforts of the Population and Civil Registration Office to control the administration of the migrant population in Jayapura City.Methode: This study uses descriptive qualitative research methods with an inductive approach, where the authors obtain data by means of interviews, observation and documentation Result: The role of the Jayapura City Population and Civil Registration Service in managing the Immigrant Population Administration as measured by role theory in the opinion of Heroepoetri, Arimbi and Santosa (2003) can be said. communication through socialization that has been carried out has been going well, the role as therapy and the role as dispute resolution is not optimal because there are still immigrants who do not have awareness of the importance of complete population administration documents, making it difficult for people to complete population documents. Conclusion: has been going quite well according to the applicable Regional Regulations, the role carried out by the Jayapura City Population and Civil Registration Service is good in terms of the dimensions of the role, namely the role as a policy and the role as a strategy, seen from the implementation of ball pick-up and judicial operations, the role as communication through the socialization that has been carried out has been going well, the role as therapy and the role as dispute resolution is not optimal because there are still immigrants who do not have awareness of the importance of complete population administration documents, making it difficult for the community to complete population documents.
