Abstract
ABSTRACT Problem Statment/Background (GAP): Halal tourism policy has been running in the city of Banda Aceh, by knowing the passage of the halal tourism policy in the city of Banda Aceh with the mayor's regulation no 17 of 2016, it can be seen the impact of the halal tourism policy. Purpose: The impact of halal tourism policies affects the mindset of tourists such as requiring tourists to follow Islamic law in carrying out tourism. In this regard, it is interesting to study how the impact of halal tourism policies on tourist visits in the city of Banda Aceh is. Method: In analyzing the impact of halal tourism policies on tourist visits in the city of Banda Aceh, researchers used qualitative methods in collecting data by focusing on documentation and interviews, field observations, and documentation. In collecting data, the informants in the study consisted of Plt. Head of the Tourism Office, Head of Sub-section of General Personnel and Assets, Head of Marketing Promotion and Tourism Resource Development, Data Processing Section for Creative Economy Cooperation Facilitation, Financial Analysis of Central Government and Regional Government Young Experts, tourism business services, and tourists. Result: The results of the study show that the halal tourism policy on tourist visits is still not maximized, the development and promotion carried out by the Banda Aceh city tourism office has an impact on tourist visits, but sharia facilities and infrastructure and halal certification are still not maximally implemented in tourism business services so that they have an impact on tourist visits. doubt about halal products in tourism business services in the city of Banda Aceh. Conclusion/Sugegestion: In connection with these findings, the researchers provide suggestions to the government so that the implementation of halal tourism policies as regulated in Perwal No. 17 of 2016 concerning the implementation of halal tourism policies is more optimal, especially in halal tourism facilities and infrastructure, as well as increasing innovation in the implementation of halal tourism by promoting and promoting halal tourism. halal tourism so that halal tourism in the city of Banda Aceh gets the expected results. Keywords: Policy Impact, Halal tourism, Tourists ABSTRAK Permasalahan/Latar Belakang (GAP): Kebijakan Wisata halal telah berjalan di kota Banda Aceh, dengan mengetahui berjalannya kebijakan wisata halal di kota Banda Aceh dengan regulasi peraturan walikota no 17 tahun 2016, maka terlihat dampak dari kebijakan wisata halal tersebut. Tujuan: Dampak kebijakan wisata halal mempengaruhi pola pikir wisatawan seperti mengharuskan wisatawan mengikuti syariat islam dalam melaksanakan wisata. Sehubung dengan itu menarik untuk diteliti bagaimana dampak kebijakan wisata halal terhadap kunjungan wisatawan di kota Banda Aceh. Metode: Dalam menganalisi dampak dari kebijakan wisata halal terhadap kunjungan wisatawan di kota Banda Aceh, peneliti menggunakan metode kualitatif dalam mengumpulkan data dengan memfokuskan pada dokumentasi dan wawancara, observasi lapangan, serta dokumentasi. Dalam mengumpulkan data, informan dalam penelitian terdiri dari Plt. Kepala Dinas Pariwisata, Kasubag Umum Kepegawaian dan Aset, Kabid Promosi Pemasaran dan Pengembangan Sumberdaya Pariwisata, Pengolah Data Seksi Fasilitasi Kerjasama Ekonomi Kreatif, Analisis Keuangan Pemerintah Pusat dan Pemerintah Daerah Ahli Muda, jasa usaha pariwisata, dan wisatawan. Hasil/Temuan: Hasil penelitian menunjukan kebijakan wisata halal terhadap kunjungan wisaawan masih belum maksimal, pembangunan dan promosi yang dilakukan dinas pariwisata kota Banda Aceh berdampak pada kunjungan wisatawan, tetapi sarana dan prasarana syariat serta sertifikasi halal masih belum maksimal diimplementasikan pada jasa usaha pariwisata sehingga berdampak pada kunjungan wisatawan yang ragu akan produk halal pada jasa usaha pariwisata di kota Banda Aceh. Kesimpulan dan Saran: Sehubung dengan temuan tersebut, maka peneliti memberikan saran kepada pemerintah agar penerapan kebijakan wisata halal yang diatur dalam perwal no 17 tahun 2016 tentang penerapan kebijakan wisata halal lebih maksimal lagi khususnya pada sarana dan prasarana wisata halal, serta meningkatkan inovasi dalam penyelenggaraan wisata halal dengan pembangunan dan promosi kebijakan wisata halal sehingga wisata halal di kota Banda Aceh mendapat capaian yang diharapkan.
