Abstract
ABSTRACT Problem Statement/Background (GAP): (Contains the background behind the research The Global competition in this era of bureaucratic reform requires human resources to develop and improve their potential and performance capabilities. Bureaucratic reform in human resource development aims to ensure and maintain the ability of employees to make optimal contributions to the organization..Purpose: To find out about bureaucratic reform in human resource development at the Merauke District Health Office, Papua Province Methode: This study uses descriptive qualitative research methods with an inductive approach, where the authors obtain data by means of interviews, observation and documentation Result: The implementation of bureaucratic reform in the development of human resources at the Merauke District Health Office has been good but must also be considered in terms of skills and expertise, therefore the importance of providing training for State Civil Apparatus at the Merauke District Health OfficeConclusion: : The implementation of bureaucratic reform in the development of human resources at the Merauke District Health Office went quite well, but in its implementation there were still obstacles in the placement of positions that were not in accordance with the level of education, there was still a lack of budget in the implementation of training development, and the lack of infrastructure. One of the efforts made by the Merauke District Health Office to deal with this problem is by collaborating with the local government and by increasing the amount of the budget in its implementation..
