Abstract
ABSTRAK Pandemi Covid-19 membuat Pemerintah Kabupaten Aceh Utara harus menerapkan kebijakan refocusing dan realokasi anggaran. Namun masih terdapat permasalahan dan hambatan dalam pengoptimalisasian refocusing dan realokasi anggaran dalam penanganan Covid-19 di Dinas Kesehatan Kabupaten Aceh Utara. Hambatan tersebut antara lain masih terjadinya keterlambatan dalam penyaluran anggaran dan pemberlakuan petunjuk teknis penggunaannya. Tujuan penelitian ini untuk mengetahui optimalisasi refocusing dan realokasi anggaran dalam penanganan Covid-19 di Dinas Kesehatan Kabupaten Aceh Utara Provinsi Aceh. Kemudian untuk mengetahui faktor-faktor penghambat yang dihadapi dalam optimalisasi refocusing dan realokasi anggaran dalam penanganan Covid-19 di Dinas Kesehatan Kabupaten Aceh Utara. Selain itu untuk mengetahui upaya yang telah dilakukan oleh Dinas Kesehatan dalam mengatasi hambatan tersebut. Metode penelitian yang digunakan penulis dalam pengumpulan data adalah bersifat kualitatif, analisis data bersifat induktif, dan penyajian data bersifat deskriptif. Penulis meneliti berdasarkan kenyataan di lapangan. Penulis menggunakan penalaran yang bermula dari pengumpulan data dan fakta lapangan, kemudian diamati dan disimpulkan secara umum. Penulis menyajiakan data dalam bentuk deskripstif. Teori yang dipakai penulis pada penelitian ini adalah Teori Mardiasmo. Hasil penelitian menunjukkan bahwa refocusing dan realokasi anggaran dalam penanganan Covid-19 di Dinas Kesehatan Kabupaten Aceh Utara cukup optimal. Terdapat tujuh indikator cukup baik dan satu indikator belum baik. Faktor penghambatnya yaitu mengenai keterlambatan penyaluran dan petunjuk teknis penggunaan anggaran, sarana dan prasarana pendukung yang tidak dianggarkan, lamanya proses perubahan Dokumen Pelaksanaan Anggaran, dan kurangnya pengetahuan masyarakat. Upaya yang dilakukan yaitu pelacakan warga suspect dan mengedukasi masyarakat, membeli sarana dan prasarana menggunakan anggaran kegiatan lainnya dan dana pribadi, serta berkoordinasi dengan lintas sektoral. Kata Kunci: Covid-19, Realokasi Anggaran, Refocusing ABSTRACT The Covid-19 pandemic has forced the North Aceh Regency Government to implement a policy of refocusing and reallocating the budget. However, there are still problems and obstacles in optimizing refocusing and budget reallocation in handling Covid-19 at the North Aceh District Health Office. These obstacles, among others, are still delays in the distribution of the budget and the implementation of technical guidelines for its use. The purpose of this study was to determine the optimization of refocusing and budget reallocation in handling Covid-19 at the North Aceh District Health Office, Aceh Province. Then to find out the inhibiting factors faced in optimizing refocusing and reallocating the budget in handling Covid-19 at the North Aceh District Health Office. In addition to knowing the efforts that have been made by the Department of Health in overcoming these obstacles. The research method used by the author in collecting data is qualitative, data analysis is inductive, and data presentation is descriptive. The author researched based on the reality in the field. The author uses reasoning that starts from collecting data and field facts, then observing and generalizing conclusions. The author presents the data in descriptive form. The theory used by the author in this study is the Mardiasmo Theory. The results showed that the refocusing and reallocation of the budget in handling Covid-19 at the North Aceh District Health Office was quite optimal. There are seven indicators that are quite good and one indicator that is not good. The inhibiting factors are delays in distribution and technical instructions for using the budget, supporting facilities and infrastructure that are not budgeted for, the length of the process of changing the Budget Implementation Document, and the lack of public knowledge. Efforts have been made, namely tracking suspect residents and educating the community, buying facilities and infrastructure using other activity budgets and personal funds, as well as coordinating with cross-sectoral.
