Abstract

Problem/Background (GAP): Placement in a structural position must pay attention to the competence of the employee. The placement of employees in competency-based structural positions must be in accordance with the principle of "the right man on the right place" to optimize employee performance and improve skills and knowledge in order to produce work performance. Purpose: to find out how the placement of structural officials at BKPSDM Batam City, Riau Islands Province and what are the inhibiting factors and efforts made in overcoming the problems in the placement. Methods: this study uses qualitative research, with descriptive methods and inductive approaches. Sources of data using primary and secondary data sources. Data collection techniques using observation, interviews and documentation. Then for data analysis techniques using data reduction, data presentation and drawing conclusions. Results/Findings: Results: showed that the placement of structural officials in the Agency for Personnel and Human Resources Development of Batam City, Riau Islands Province was not fully in accordance with this competence, indicated by the fact that there were still some employees who held certain positions that were not in accordance with their educational background. Conclusion: the placement of structural officials in the Personnel and Human Resources Development Agency of Batam City, Riau Islands Province is not fully in accordance with competence. This is due to the lack of employees who meet the requirements to be placed in structural positions. The inhibiting factor is the limited number of employees who have competence and the implementation of training and education that has not been fulfilled for structural officials caused by the transfer of budgets in handling COVID-19. Efforts are being made to overcome these problems by increasing the competence of structural officials through online education and training and optimizing supervision in the context of employee development to be used in determining training needs planning. The researcher's suggestion is to recruit competent employees in the fields required for structural positions, immediately carry out training and education in an effort to increase employee competence and be consistent and firm in carrying out a policy.
