Abstract
ABSTRACT The effectiveness of the use of the Physical Special Allocation Fund in 2020 has decreased, as a result of the COVID-19 pandemic outbreak. Entering the 2021 fiscal year, the use of the Physical Special Allocation Fund, one of which is focused on the infrastructure sector in the Ogan Komering Ilir Regency area, in order to increase the acceleration of economic growth. The use of the Special Physical Allocation Fund during the pandemic and post-pandemic period by the government of Ogan Komering Ilir Regency has increased quite significantly, but the percentage shows that the realization achievement has not yet reached the full target. This research uses a descriptive research method with a qualitative approach. Data collection techniques are in the form of interviews, and documentation. The research objective is to determine the effectiveness, inhibiting factors, and efforts made by the Regional Planning and Development Agency of Ogan Komering Ilir Regency in the Use of Physical Special Allocation Funds during the Covid-19 period in Ogan Komering Ilir Regency. The results showed that the research findings carried out by the author were that the Effectiveness of the Use of Physical Special Allocation Funds during the pandemic was quite good and effective. Given that there are four indicators that are quite good from seven indicators, namely Environmental Utilization, Growth, Stability, and Internalization of organizational goals. Furthermore, there are three indicators that are declared not good, namely Overall Effectiveness, Quality, and Conflict Cohesion. Obstacles related to the Pandemic in Ogan Komering Ilir Regency, namely, concerns if the budget is not sufficient what was previously planned, and access to the outermost locations of the district is difficult to carry out development, and the absorption of funds does not reach the target. As for the efforts made by the government by setting the service and budget, as well as carrying out development starting from the village, and improve coordination between relevant regional apparatus organizations. Keywords : Covid – 19, Effectiveness, Use of Physical DAK ABSTRAK Efektivitas Penggunaan Dana Alokasi Khusus Fisik tahun 2020 menurun, sebagai imbas dari wabah pandemi COVID – 19. Memasuki tahun anggaran 2021 penggunaan Dana Alokasi Khusus Fisik salah satunya difokuskan pada bidang infrastruktur di wilayah Kabupaten Ogan Komering Ilir guna meningkatkan percepatan pertumbuhan perekonomian. Penggunaan Dana Alokasi Khusus Fisik Pada Masa pandemi dan pasca pandemi oleh pemerintah Kabupaten Ogan Komering Ilir meningkat dengan cukup signifikan namun persentase menunjukkan capaian realisasi nya masih belum mencapai target penuh. PeneIitian ini menggunakan metode penelitian Deskriptif dengan pendekatan meIaIui pendekatan Kualitatif teknik pengumpulan data berupa Wawancara Semi Terstruktur, Observasi Partisipasi pasif, dengan penentuan informan menggunakan Purposive Sampling, serta Dokumentasi berupa data – data lapangan. Adapun tujuan penelitian Untuk mengetahui Efektivitas, faktor penghambat, serta upaya yang dilakukan Badan Perencanaan dan Pembangunan Daerah Kabupaten Ogan Komering Ilir dalam Penggunaan Dana Alokasi Khusus Fisik pada masa Covid - 19 di Kabupaten Ogan Komering Ilir. Hasil penelitian menunjukan bahwa Temuan Penelitian yang dilakukan oleh penulis adalah bahwa Efektivitas Penggunaan Dana Alokasi Khusus Fisik pada masa pandemi berjalan cukup baik dan efektif. Mengingat terdapat empat indikator yang cukup baik dari tujuh indikator, yaitu Pemanfaatan Lingkungan, Pertumbuhan, Stabilitas, dan Internalisasi tujuan organisasi. Selanjutnya ada tiga indikator yang dinyatakan belum baik yaitu Efektivitas Keseluruhan, Kualitas, dan Konflik Kohesi. Hambatan terkait Pandemi di Kabupaten Ogan Komering Ilir yaitu, kekhawatiran apabila anggaran tidak mencukupi apa yang telah direncanakan sebelumnya, dan akses ke lokasi terluar kabupaten sulit untuk melakukan pembangunan, dan Serapan dana yang tidak mencapai target. Adapun Upaya yang dilakukan pemerintah dengan menetapkan dinas dan Anggaran, melaksanakan pembangunan mulai dari desa, dan Meningkatkan Koordinasi antar Organisasi Perangkat Daerah terkait.
