Abstract
ABSTRACT Problem Statement/Background (GAP): Jayapura City is the provincial capital and an economic transit area, which triggers residents from other areas to come to Jayapura City to seek livelihood and education. Purpose: this study was to analyze and determine the service process for making moving letters at the Disdukcapil Jayapura City, identify and explain the obstacles to the service process and describe the efforts made in overcoming these obstacles Method: The method used in this research is qualitative with an inductive approach, while the data collection techniques used are interviews, observation, and documentation. The theory used is Zeithml et.al in Sinambela (2010:7) through 5 dimensions, namely empathy, reliability, tangibles, responsiveness, and assurance.Result : Based on the results of the study, it showed that the services carried out were carried out well, while the obstacles encountered were in the form of human resources that needed to be improved, the service capacity was still lacking, and there were still people who did not fully know about the online service mechanism Conclusion: The conclusion and effort is Disdukcapil efforts in overcoming these obstacles are by conducting continuous socialization and improving services. The author suggests that in order to improve services, Disdukcapil can add facilities in the service room, rearrange parking lots and carry out wider socialization to all elements of society.
