Abstract

The West Sumatra Online Attendance Application (Privacy Police Abon) or abbreviated as Abon West Sumatra is an application that functions to recap attendance from employees within the Padang City government. This application collects employee information data, such as Employee Identification Number (NIP), name, rank, class which is directly taken from the online e-SPJ application which refers to the Personnel Information System (SIMPEG) and the user's latest location. The author takes the title "Implementation of Online Attendance in Improving Employee Discipline in the Agency for Personnel and Human Resources Development, Padang City, West Sumatra Province". This writing aims to identify and describe the implementation of online attendance by using the theory of policy implementation by George C. Edwards III (Winarno, 2012:211). Knowing the obstacles of implementing online attendance, and efforts to overcome the obstacles that occur in the application of online attendance. This writing is a qualitative research with descriptive method and inductive approach. Constraints in the implementation of online attendance are not yet available SOPs in the implementation of online attendance, supervision has not gone well, and the application can only be operated on android gadgets. Efforts made in implementing this Online Attendance are by conducting outreach activities at every meeting between OPD, tightening supervision so that it runs well, issuing permits to the iOS operating system. Although there are still some obstacles, the implementation of online attendance is good, but still needs to be optimized again by making more binding regulations, providing incentives and integrating the system with the TPP. In this way, discipline enforcement can run better and civil servants are encouraged to be more disciplined. Keywords: Implementation, Online Attendance, Incentives, Discipline.
