Abstract

ABSTRACT Problem Statement/Background (GAP): This research is about the Effectiveness of Using e-Performance Applications in Improving Discipline and Employee Performance in the Civil Service and Education Agency of Gorontalo City. Research-based on data from 2021, 217 people do not come to work even though there is e-Performance, the frequency has not had an impact on increasing employee discipline, if it is not resolved it will become a serious problem. Purpose: This study aims to analyze and describe the Effectiveness of Using e-Performance Applications in Improving Discipline and Employee Performance in the Civil Service and Education Agency of Gorontalo City based on the effective theory of Siagian (2019) which is divided into five variable, namely resource, fund, facilities and infrastructure, quality and quantity, and time. Method: The research method used in this study is a descriptive qualitative method with an inductive approach. Data was collected by using interviews, observation, and documentation techniques. Data analysis techniques consist of data reduction, data presentation, conclusions, and data levers. Result/Findings: The results showed (1). Human resources have not adapted to government innovations, especially in the elderly;( 2). there is 1 e-Performance admin who manages attendance and a technical team that maintains the server; (3). the small application budget is only for renting the server the server cannot accommodate employee data; Solution (4). Inputting performance appraisal data through the e-Performance application on time where at the beginning of the application of this application for data input is carried out every 1st and is closed at the end of the month. Conclusion: The use of e-Performance application in the Civil Service and Education Agency of Gorontalo City has not been effective because there are still several obstacles, namely employees who have not been able to adapt, the funds allocated for application development are still lacking so that the supporting facilities and infrastructure for the application still incomplete. Efforts were made to overcome these obstacles, namely by conducting training for employees about the e-Performance application and by providing more budget to provide facilities and infrastructure to support the e-Performance application.
