Abstract
Problem Statement/Background (GAP): HIV is a global problem that is also a problem in Indonesian society. The findings of new cases continue to be found every year like an iceberg. This is a shared responsibility, both the government and the people. Policies related to HIV have been implemented by the government for this research entitled “Evaluation of HIV Prevention and Control Policies in Cianjur Regency”. Purpose: This study describe the evaluation of policies and answers the formulation of problems related to the factors supporting and inhibiting the implementation of policies and alternative recommendations that can be implemented in order to optimize the implementation of policies from the dimensions of effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. Method: This reserch is a qualitative research that aims to describe and analyze the HIV prevention and control policies in Cianjur Regency. Methods of data collection is done by interviews, documents, and observation. The data analysis technique usd in this research is using data analysis of the Miles and Huberman model. Result: The result showed that the achievement of HIV screening, fulfillment of HIV information and socialitazion was not effective enough. Efficiency is assessed from the implementation of HIV testing service and ARV treatment and the government’s collaboration with NGO. There are several inhibiting factors in implementing the policiy, namely a minimal budget, lack of cooperation, and equity. Conclusion: The alternative that is recommended in this policy is to increase the role of facilitators and outreach workers through collaboration with NGO and make Puskesmas as a satelite for ARV treatment.
