Abstract
ABSTRACT Problem/Background (GAP): This study focuses on the performance problem of the State Civil Apparatus of the Cooperatives and Micro Enterprises Service in equitable distribuution and providing digital training for Micro, Small and Medium Enterprices actors to be able to take advantage of digital paltforms. Because of the total 17.567 Mico Small Business units Medium-sized Enterprises in Semarang City, only 20% utilize digital technology to switch the system from offline to online. Purpose: The purpose of this study is to determine the performance improvement of the State Civil Apparatus is an effort to digitize MSMEs in the Cooperative Service of Micro enterprises in Semarang City, Central Java Province, what are the inhibiting factors, and what are the solutions to overcomethe inhibiting factors. Method: The research is a qualitative descriptive based on interviews, observations, and documentation, data processing with data reduction and presentation and conclusions. Result /Findings: The findings obtained by the autho are (1) the service is not optimal due to by terb on the quantity an quality of the apparatus, and (2) the limited budget for application development. Conclutions: Improving the performance of ASN in efforts to digitize MSMEs at the Semarang City Cooperatives and Micro Enterprises Service is good enough. Altough they still need solutions to maximize their implementation about the importance of improving the performance of ASN in effort to digitize MSMEs and (2) it is necessary to make improvements in maximizing budget absorption. Keywords: Improvement, Performance, State Civil Apparatus, Digitization ABSTRAK Permasalahan/Latar Belakang (GAP): Penelitian ini berfokus pada permasalahan kinerja Aparatur Sipil Negara Dinas Koperasi dan Usaha Mikro dalam pemerataaan dan pemberian pelatihan digital bagi para pelaku Usaha Mikro Kecil dan Menengah agar mampu memanfaatkan platform digital. Karena dari jumlah 17.567 unit Usaha Mikro Kecil Menengah di Kota Semarang, baru 20% yang memanfaatkan teknologi digital untuk beralih sistem dari offline ke online. Tujuan: Tujuan penelitian ini yaitu untuk mengetahui peningkatan kinerja Aparatur Sipil Negara dalam upaya digitalisasi UMKM di Dinas Koperasi dan Usaha mikro di Kota Semarang Provinsi Jawa Tengah, apa saja faktor penghambatnya, dan bagaimana solusi untuk mengatasi faktor penghambat tersebut. Metode: Penelitian adalah deskriptif kualitatif berbasasis wawancara, observasi dan dokumentasi, pengolahan data dengan reduksi dan penyajian data serta kesimpulan. Hasil/Temuan: Temuan yang diperoleh penulis yaitu (1) pelayanan dinas belum optimal disebabkan oleh terbatasnya kuantitas dan kualitas aparatur, dan (2) terbatasnya anggaran pengembangan aplikasi. Kesimpulan: Peningkatan kinerja ASN dalam upaya digitalisasi UMKM di Dinas Koperasi dan Usaha Mikro Kota Semarang sudah cukup baik. Walau masih membutuhkan solusi untuk memaksimalkan pelaksanaannya. Saran yang dapat diberikan penulis yaitu (1) perlu adanya sosialisasi mengenai pentingnya peningkatan kinerja ASN dalam upaya digitalisasi UMKM, dan (2) perlu melakukan perbaikan dalam memaksimalkan penyerapan anggaran.
