Abstract

Good performance of civil servants is very much needed in realizing excellent public services. Therefore, to see the level of achievement of employee performance, an assessment of performance is needed. In line with the times, the performance appraisal of civil servants who initially used a manual system turned to digital. E-kinerja is a web-based innovation used by the Personnel, Education and Training Agency of Kupang City aimed at facilitating employee performance appraisals. This research aims to determine employee performance appraisal through e-kinerja, inhibiting factors and efforts to overcome obstacles. This research used the Dharma (2014:355) performance appraisal theory with the dimensions of quantity, quality, and timeliness. Research method is qualitative with an inductive approach. Sources of informants as many as 8 people. Data collection techniques used interview, observation and documentation techniques, while for data analysis techniques, researchers used data reduction techniques, data presentation, and drawing conclusions. Based on the results of the research, it was shown that the performance appraisal of civil servants through e-kinerja was good enough. In terms of quantity, e-kinerja has encouraged employees to be able to increase their work output, while in terms of quality, e-kinerja is able to support the provision of careful assessments, but on the dimension of timeliness it is still not optimal because there are still employees who do not submit reports on time. This obstacle is caused by employees who are still not familiar with e-kinerja and the small capacity of the e-kinerja server. Based on these inhibiting factors, the Personnel, Education and Training Agency of Kupang City made efforts in the form of technical guidance on how to fill out the e-kinerja application so that all employees are able to understand how to use e-kinerja and coordinating with the Ministry of Communication and Information so that all Kupang City regional officials can dividing shifts so that it is hoped that there will be no accumulation of access at the time of inputting e�kinerja. Performance appraisal through the e-kinerja program for employees of the Personnel, Education and Training Agency of Kupang City has been going quite well, but the existing obstacles must be overcome by more frequent technical guidance of e-performance and e-kinerja server’s upgrades.
