Abstract

The author focuses on the problem of the low quality of palm oil commodities, palm oil commodity prices which are influenced by world prices, environmental issues and the lack of facilities and infrastructure to support smallholder palm oil commodities in Kotawaringi Regency, Central Kalimantan Province. Purpose: The purpose of this study was to identify and analyze the implementation of community palm oil rejuvenation (PSR) policies to increase the productivity and quality of smallholder palm oil in Kotawaringin Barat Regency, Central Kalimantan Province. Methods: This study uses descriptive qualitative methods with an inductive approach and analysis of policy theory by Edwards III in Agustino. Data collection techniques using in-depth interviews (5 informants), documentation and observation. Results/Findings: that the implementation of the community oil palm replanting policy (PSR) still has limited availability of certified seeds so that some residents who already have land ready for replanting must wait for the availability of certified seeds to be able to take part in this PSR program. Conclusion: the implementation of the community oil palm rejuvenation policy in the West Kotawaringin Regency has been going well, although there are still some obstacles. Therefore, efforts are needed to be made, namely providing special services or increasing the intensity of socialization of provisions and rules to follow the People's Oil Palm Rejuvenation policy
