Abstract

ABSTRACT Problem Statement/Background (GAP): The author focuses on the problem of the implementation of filling out the JPT Pratama through a Job Fit (Job Fit) in the Jambi Provincial Government to obtain a Competent PPT Pratama in Government Agencies. Purpose: The purpose of this study is to analyze and describe the implementation of filling in the JPT Pratama through the Job Fit Test in the Jambi Provincial Government, the obstacles and efforts to overcome them. Method: This study uses a qualitative descriptive method and analysis of the implementation of policy implementation according to the theory of George C. Edward III. Data collection techniques were carried out by observation, in-depth interviews (9 informants), and documentation. Result: The findings obtained by the author in this study are that the implementation of filling out the JPT Pratama through the Job Fit test is running well, but still requires improvements in Resources and Bureaucratic Structure. Conclusion: Overall implementation went well, but still needs improvement in Resources and Bureaucratic Structure. The obstacles experienced are: Facilities and infrastructure supporting activities and the Governor's Regulation which regulates technical matters. Efforts to overcome the obstacles are: Using the Jambi Province BPSDM Building and drawing up a Governor Regulation that regulates the Filling of the Primary JPT through a Conformity Test (Job Fit). Keywords: Job Fit, Competency Test, JPT Pratama ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada permasalahan Implementasi Pengisian JPT Pratama melalui Uji Kesesuaian (Job Fit) di Pemerintah Provinsi Jambi untuk memperoleh PPT Pratama yang Berkompeten di Instansi Pemerintah. Tujuan: Tujuan penelitian ini untuk menganalisis dan mendeskripsikan Implementasi Pengisian JPT Pratama melalui Uji Kesesuaian (Job Fit) di Pemerintah Provinsi Jambi, hambatan dan upaya mengatasinya. Metode: Penelitian ini menggunakan metode deskriptif kualitatif dan analisis terhadap Implementasi pelaksanaan kebijakan menurut Teori George C. Edward III. Teknik pengumpulan data dilakukan dengan observasi, wawancara mendalam (9 informan), dan dokumentasi. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu bahwa Implementasi Pengisian JPT Pratama melalui Uji Kesesuaian (Job Fit) secara keseluruhan berjalan dengan baik, namun masih memerlukan peningkatan dalam Sumber Daya dan Struktur Birokrasi. Kesimpulan: Implementasi secara keseluruhan berjalan dengan baik, namun masih memerlukan peningkatan dalam Sumber Daya dan Struktur Birokrasi. Hambatan yang dialami yaitu: Fasilitas sarana dan prasarana penunjang kegiatand dan Peraturan Gubernur yang mengatur tentang teknis. Upaya mengatasi hambatan yaitu: Menggunakan Gedung BPSDM Provinsi Jambi dan Menyusun Peraturan Gubernur yang mengatur tentang Pengisian JPT Pratama melalui Uji Kesesuaian (Job Fit).
