Abstract
Problem/Background: The BPUM program for business actors is a program implemented by the government as a stimulus for the National Economic Recovery as a response to the government due to the Covid-19 pandemic outbreak that hit Indonesia. Purpose: This study aims to determine the implementation or implementation of the BPUM Assistance Fund Policy for UKM Actors during the Covid-19 Pandemic at the Cooperatives and UKM Office, Tomohon City, North Sulawesi Province. Methods: the method used in this research is descriptive qualitative with an inductive approach. Data collection techniques were carried out by means of observation, interviews and documentation. Results/Findings: Based on the results of the study, namely, the implementation of this policy has not been able to run optimally which started from the occurrence of several mistakes and violations committed by the beneficiaries, namely in the form of indiscipline towards the regulations that have been made, namely by manipulating data and administration of new BPUM recipients without paying attention to procedures applicable. Furthermore, the problem of the place or agency used by the government to channel funds is not only in one place but spread through the central bank (BRI), but also other BRI Bank branches and some through cooperatives. Conclusion: In this BPUM Fund Program there are still some people who receive aid funds but the funds are not used properly so that it illustrates that there is no change in their business.
