Abstract
Problem/Background: In the South Minahasa Regency itself, there are already several business actors who manage the virgin coconut oil business, but not all of them have developed well. Purpose: to identify and describe the empowerment carried out by the Cooperatives and UMKM Service for VCO business actors. This study takes the theory of Mardikanto and Soebianto by looking at 4 main efforts in empowerment. Methods: This study used a descriptive qualitative method with an inductive approach. Data collection in this study was done by interview, observation and documentation. Results/Findings: The results of this study indicate that the efforts of the local government through the Cooperatives and UMKM Service in empowering have not been successful, the lack of training and coaching such as training for business management from production management to marketing. Conclusion: what is faced in this empowerment are limitations in the budget owned by the agency, lack of facilities and infrastructure owned by business actors, and a number of work programs that have not been implemented.
