Abstract
ABSTRACT Problem Statement/Background (GAP): (Contains the background behind the research). Tramtibum Linmas is a mandatory business in the field of basic services that needs to be highlighted and needs to get more attention from the local government because this field has a big impact on the conduciveness of community life in the region. One of the chronic problemsrelated to basic services that has become popular in the community in the Tramtibum Linmas sector and is difficult to eradicate is the problem related to the circulation of alcoholic beverages. Merauke Regency Regional Regulation Number 8 of 2014 concerning Control of Alcoholic Beverage Circulation is still lacking in its implementation..Purpose : to find out and analyze the effectiveness of Regional Regulation No. 8 of 2014, the factors that become obstacles in carrying out the actions and efforts of the Civil Service Police Unit (Pol PP) against Alcoholic Beverage Control in Merauke Regency..Methode: This study uses descriptive qualitative research methods with an inductive approach, where the authors obtain data by means of interviews, observation and documentation Result: Productivity indicators, to distribute BST evenly, it is carried out through community monitoring in Kotabumi Ilir Village by means of Enumerators and TKSK, as well as updating existing data. Based on the quality of service, to equalize BST, it can be done by updating the data periodically, proposing data for new recipients who are indeed entitled to receive assistance, and validating the data. Conclusion: The Effectiveness of the Satpol PP (Pamong Praja Police Unit) in Enforcement of Regional Regulation No. 8 of 2014 concerning Control of Alcoholic Beverages in Merauke Regency, Papua Province has been carried out as well as possible, although the implementation is still not conducive. The inhibiting factor is the lack of awareness of the drinking community which is the most important point in implementing the regulations that have been set so that this is a special concern for the drinking community to change a bad culture in violating the regulations that have been in effect. As well as the efforts of the Merauke Regency Civil Service Police Unit to carry out the preparation of its work program.
