Abstract
ABSTRACT Population administration services are an important aspect of a public service. The challenge currently facing the government is the Covid-19 pandemic. With the Covid-19 pandemic, the government must play an active role in issuing policies that can help in every public sector. Responding to this, the Manokwari Regency Population and Civil Registration Office must carry out new innovations or innovations in providing services to the community by tricking existing technology, but disdukcapil manokwari regency itself in implementing population administration services, especially in the manufacturing of KTP-el still offline or still have to come to the capil office and the online one is only the system. This is of course an obstacle because there is no innovation or application that can help in making KTP-el, even though with the application or online use, people do not need to come to the capil office and can reduce the spread of the Covid-19 virus. For that there needs to be,The strategy issued from the Manokwari Regency Population and Civil Registration Office. The purpose of this Thesis is to find out and analyze the services of making KTP-el during the Covid-19 pandemic in Manokwari Regency and the inhibitory and starategi factors carried out by Disdukcapil in improving the service of making KTP-el during the Covid-19 pandemic. The theory used in this study is The Strategy Theory owned by Hubeis and Mukhamad Najib (2014: 154-155) with 4 Dimensions. The research method used in this study is a descriptive research method with an inductive approach. The data collection methods used in this study are observation, documentation, and interviews. The sampling technique used is purposive sampling technique. The results showed that the strategy in increasing ktp-el ownership is good, but the service is still offline and requires new innovations to support services. As for some of the obstacles that occur, namely lack of socialization, lack of infrastructure in the form of internet networks and existing apatur resources. As for the advice from the author that the Manokwari Regency Population and Civil Registration Office utilizes strengths and opportunities and overcomes weaknesses and threats owned and immediately conducts strategies with priorities that have been sorted by the author.
