Abstract
Problem Statement/Background (GAP): The problems that are raised in the discussion this time are the number of business activities but only a few have business permits, even though if every business activity has a permit, of course it will greatly affect the amount of retribution collected in obtaining Original Local Government Revenue. Purpose: this study is to analyze and describe how the effectiveness of licensing services in increasing the Biak Numfor Local Own-Source Revenue and to analyze the efforts of the Biak Numfor Regency's Investment and One-Stop Integrated Service Office to streamline Licensing Services in the Context of Increasing Original Local Government Revenue in Biak Numfor. Method: This study activities are using the qualitative methods with theory of effectiveness Mardiasmo (2016:166) which describes the range of consequences and impacts (outcomes) of the program (outputs). Results: The results obtained from this study activity show the effectiveness of licensing services by the Office of Investment and One Stop Integrated Services in increasing Local Own-Source Revenue in Biak Numfor Regency can be said to be effective as seen from the increase in Original Local Government Revenue in Biak Numfor that occurred in 2021 which 46% came from retribution activities. Conclusion: It can also be seen in the dimensions of indicators starting from the program, which have not been able to implement all of them; achieving the vision through online-based services; the mission carried out is constrained by the number and quality of human resources; to the achievement of the Investment and One Stop Service Office of Biak Numfor Regency in 2019 even though it has limitations. Efforts made by the service in streamlining licensing services in addition to carrying out orders from local governments based on regional regulations, the service also makes efforts, one of which is by creating and carrying out work commitments for service employees. The suggestion to the Office is to recruit more competent and quality employees in running online-based services so that the service will no longer lack both in the number of employees and the quality of human resources, the next suggestion is to add computer facilities to support licensing service activities carried out by service.
