Abstract

Problem Statement/Background (GAP): The central government has begun to involve city or district governments to manage or administer education in their regions during this era of regional autonomy. Efforts are being made in equalizing the quality of education, the government makes a policy regarding the distribution and arrangement of teachers. The number of teachers in Pemalang Regency is already quite large, but the distribution of teachers in Pemalang Regency is not evenly distributed. Therefore, researchers are interested in conducting research with the title Implementation of Arrangement and Equity of ASN SMP Teachers by the Education and Culture Office of Pemalang Regency, Central Java Province. Purpose: The purpose of this study is to find out and describe how the implementation of arrangement and distribution of ASN SMP teachers by the Education and Culture Office of Pemalang Regency, Central Jawa Province. Method: This research uses qualitative research with descriptive method and inductive approach. Sources of data used are primary and secondary data. Data collection techniques with interviews, observation and documentation. Data analysis techniques were obtained through data reduction, data presentation and conclusion drawing. Result: The results of the study indicate that the implementation of the arrangement and distribution of ASN for junior high school teachers by the Education and Culture Office of Pemalang Regency has been carried out quite well. Conclusion: The Education and culture office of pemalang perform the formation or rearrangement of resources properly, the procedures taken have also been carried out properly. However, there are several obstacles that hinder the implementation of this program. The advice given by the researcher is that related to the shortage of PNS teachers, the government can propose to increase the quota of PNS teachers when there is PNS recruitment and pay attention to the acceptance of the number of PNS or non-PNS teachers who are accepted with the number of teachers entering retirement using workload analysis in the field.
