Abstract
ABSTRACT Problem/Background (GAP): The COVID-19 pandemic that is currently engulfing the world requires special attention in handling it. The government has established ahealth protocol as an effort to handle and prevent the spread of Covid-19in Indonesia. The Civil Service Police Unit is the coordinator of law enforcement and discipline of health protocols in the regions. Purpose: This study aims to determine the implementation of the implementation of health protocols by the Civil Service Police Unit in Indragiri Hulu Regency, Riau Province. Method: The method used by the author is descriptive qualitative with primary data sources and secondary data sources. Research data collection techniques through observation, interviews and documentation. The data analysis technique that the writer uses is data reduction, data presentation, and drawing conclusions. Result: The results of the author's analysis in the field stated that the implementation of health protocols in Indragiri Hulu Regency had not gonewell. Conclusion: With not yet good handling, therefore the Civil Service Police Unit carried out handling and prevention efforts by socializing health protocols and patrolling mask raids.Public awareness still needs to be increased in the application of health protocols in Indragiri Hulu Regency. It is hoped that this Satpol PP effort can reduce the number of Covid-19 in Indragiri Hulu Regency. Keywords: Implementation, Covid-19 Pandemic, Health Protocol,Civil Service Police Unit ABSTRAK Permasalahan/Latar Belakang (GAP): Pandemi Covid-19 yang melanda dunia saat ini membutuhkan perhatian khusus dalam penanganannya. Pemerintah telah menetapkan protokol kesehatan sebagai upaya penanganan dan pencegahan penyebaran Covid-19 di Indonesia. Satuan Polisi Pamong Praja merupakan koordinator penegakan hukum dan pendisiplinan protokol kesehatan di daerah. Tujuan: Penelitian ini bertujuan untuk mengetahui implementasi penerapan protokol kesehatan oleh Satuan Polisi Pamong Praja di Kabupaten Indragiri Hulu Provinsi Riau. Metode: Metode yang digunakan penulis adalah Deskriptif Kualitatif dengan sumber data primer dan sumber data sekunder. Teknik pengumpulan data penelitian melalui observasi, wawancara dan dokumentasi. Teknik analisis data yang penulis gunakan adalah reduksi data, penyajian data, dan penarikan kesimpulan. Teori yang penulis gunakan dalam penelitian ini adalah Teori Implementasi Kebijakan Publik menurut George C. Edward III Tahun 2006. Hasil/Temuan: Hasil analisis penulis dilapangan menyatakan bahwa penerapan protokol kesehatan di Kabupaten Indragiri Hulu belum berjalan dengan baik. Kesimpulan: Dengan belum baiknya penanganan tersebut, maka dari itu Satuan Polisi Pamong Praja melakukan upaya penanganan dan pencegahan dengan melakukan sosialisasi protokol kesehatan dan patroli razia masker. Kesadaran masyarakat masih harus ditingkatakan dalam penerapan protocol kesehatan di Kabupaten Indragiri Hulu. Diharapkan dengan adanya upaya Satpol PP ini dapat menekan angka Covid-19 di Kabupaten Indragiri Hulu. Kata Kunci: Implementasi, Pandemi Covid-19, Protokol Kesehatan,Satuan Polisi Pamong Praja.
