Abstract
Problem Statement/Background (GAP): Human resources are important assets that must be owned by an organization. Technological advances caused by the times require humans to continue to increase their potential. To be able to answer various challenges and problems that are increasingly complex, it is necessary to have apparatus with competence and skills in carrying out government functions. Competence is very important because if the apparatus has the expertise and skills that are qualified, then in its implementation it will complete various tasks effectively and efficiently. Purpose: The purpose of this study was to find out and analyze how competence and how the development of competencies possessed and had been carried out by the Regional Personnel and Human Resources Development Agency of Sumenep Regency. Method: This study uses a qualitative research design with descriptive methods and inductive approaches. The data sources use primary data sources and secondary data sources. Data collection techniques were carried out by interview, observation and documentation methods. The data analysis technique is done by reducing the data, presenting the data, verifying the data and drawing conclusions based on the information that has been obtained. Result: The results showed that the competence of the apparatus in the Regional Personnel and Human Resources Development Agency of Sumenep Regency was good. Conclusion: The implementation of competency development for the apparatus at the Regional Personnel and Human Resources Development Agency of Sumenep Regency has been running but there are still some obstacles, such as lack of budget, lack of interest of the apparatus to develop their competence and several political factors that affect competence development for the apparatus.
