Abstract
ABSTRACT Problem Statement/Background (GAP): The author focuses on the effectiveness of disciplinary enforcement of the State Civil Apparatus (ASN) in the context of implementing ASN discipline at the National Unity and Political Agency of Bengkulu Province, because there are still civil servants who do not have awareness of discipline on the day-to-day rules. Purpose: This study aims to determine the implementation of ASN discipline, obstacles, and ways to overcome the implementation of ASN discipline in the National Unity and Political Agency of Bengkulu Province. The theory of effectiveness used according to Sondang P. Siagian (2019:21) using 4 (four) indicators, namely 1). Resources, funds, facilities and infrastructure 2). Quantity and quality of goods or services 3). Time limit to produce goods or services 4). Procedure for completing the task. Method: The method used is a qualitative method with the type of sociological juridical research. Result: The results showed that the implementation of ASN discipline at the National Unity and Political Agency of Bengkulu Province had implemented since Government Regulation number 94 of 2021, but still found disciplinary violations, obstacles in discipline, namely lack of strict sanctions, reduced ASN discipline, lack of facilities and infrastructure, lack of awareness of the employees of the Bengkulu Province National Unity and Political Agency, ways to overcome the discipline of civil servants continue to be carried out in order to improve the discipline of civil servants. Conclusion: The enforcement of discipline in the Bengkulu Province National Unity and Political Agency is quite good. It can be judged from the efforts that have been made even though the indications of violations found are still relatively minor. The Bengkulu Province National Unity and Political Agency has enforced employee disciplinary regulations in accordance with existing regulations. So that employees will be penalized if they violate it. However, it is still found that there are violations of discipline in the environment such as being late for work, going home ahead of schedule, not coming to work with strong reasons. So far, the violations that have occurred are still relatively light so that the actions taken are only verbal warnings with a persuasive approach. Keywords : Effectiveness, Implementation of Discipline, State Civil Apparatus, National Unity Body and Politics of Bengkulu Province ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis fokus pada efektivitas penegakan disiplin Aparatur Sipil Negara (ASN) dalam rangka pelaksanaan disiplin ASN di Badan Kesatuan Bangsa dan Politik Provinsi Bengkulu,karena masih terdapat oknum PNS yang belum memiliki kesadaran akan disiplin pada aturan hari masuk kerja. Tujuan: Penelitian ini bertujuan untuk mengetahui pelaksanaan disiplin ASN, kendala, dan cara mengatasi pelaksanaan disiplin ASN di Badan Kesatuan Bangsa dan Politik Provinsi Bengkulu. Teori efektivitas yang digunakan menurut Sondang P. Siagian (2019:21) dengan menggunakan 4 (empat) indikator yaitu 1). Sumber daya, dana, sarana, dan prasarana 2). Jumlah dan mutu barang atau jasa 3). Batas waktu untuk menghasilkan barang atau jasa 4). Tata cara untuk menyelesaikan tugas. Metode: Metode yang digunakan yaitu metode kualitatif dengan jenis penelitian yudiris sosiologis. Hasil/Temuan: Hasil penelitian menunjukkan bahwa pelaksanaan disiplin ASN di Badan Kesatuan Bangsa Dan Politik Provinsi Bengkulu sudah melaksanakan sejak Peraturan Pemerintah nomor 94 tahun 2021, tetapi masih di temukan pelanggaran disiplin, kendala dalam disiplin yaitu kurang tegasnya sanksi, berkurangnya kedisiplinan ASN, kurangnya fasilitas sarana dan prasarana, kurangnya kesadaran pegawai Badan Kesatuan Bangsa Dan Politik Provinsi Bengkulu, cara mengatasi dalam disiplin PNS terus di lakukan dalam rangka meningkatkan kedisiplinan PNS. Kesimpulan: Penegakan disiplin di Badan Kesatuan Bangsa Dan Politik Provinsi Bengkulu sudah cukup baik. Dapat diniliai dari upaya yang telah dilakukan meskipun indikasi pelanggaran yang dtemukan masih tergolong ringan. Badan Kesatuan Bangsa Dan Politik Provinsi Bengkulu sudah menegakkan peraturan disiplin pegawai berdasarkan dengan tata peraturan yang ada. Sehingga pegawai akan diberikan sanksi apabila melanggarnya. Meski demikian masih tetap saja ditemukan ada pelanggaran disiplin dilingkungan seperti terlambat masuk kerja, pulang mendahului jadwal tidak masuk kerja dengan alasan yang kuat. Sejauh ini pelangaran yang terjadi masih tergolong ringan sehingga tindakan yang dilakukan baru sebatas teguran lisan dengan pendekatan persuasif. Kata Kunci : Efektivitas, Pelaksanaan Disiplin, Aparatur Sipil Negara, Badan Kesatuan Bangsa Dan Politik Provinsi Bengkulu.
