Abstract
Problem Statement/Background (GAP): One of the steps to realize good governance is that quality human resources are needed. The existence of bureaucratic reform is aimed at creating an apparatus that is reliable, clean and free from the practice of Corruption, Collusion and Nepotism (KKN), honest, fair, transparent and responsible in every task of providing services to the community. There are many things to increase employee motivation at work, one of which is providing Additional Employee Income (TPP). Purpose: The purpose of this study was to determine and analyze the effectiveness of providing additional employee income in increasing employee motivation at the BKPSDM Fakfak Regency. Result: Provision of Additional Employee Income (TPP) at the BKPSDM, Fakfak Regency, West Papua Province has been given, but there are still employees who lack discipline. Sometimes there is a delay in giving TPP which affects the discipline and motivation of employees. Method: while this research is a descriptive qualitative research with an inductive approach. The theory used in this research is Effectiveness Theory (Sedarmayanti 2012) which is divided into 6 indicators of effectiveness assessment, namely: Quality Criteria, Productivity Criteria, Efficiency Criteria, Satisfaction Criteria, Adaptability Criteria and Development Criteria. Conclusion: The results of this study indicate that the effectiveness of providing Additional Employee Income (TPP) at BKPSDM Fakfak Regency has not been effective. Efforts have been made to improve the problem, namely that the leader becomes a role model for employees and can motivate employees to be aware of their duties as public servants, provide space, facilities and opportunities for employees to provide advice and evaluate performance to the government. Regarding the existence of employees who feel they have gaps and shortcomings in their work and cannot compete with other employees. And maximize the attendance system and daily performance records, even though they are still using a manual system. Keywords: Effectiveness, Additional Employee Income (TPP), Motivation
