Abstract

Problem/Background (GAP): (Contains the background behind the research). The author focuses on the problems experienced by the community regarding the Effectiveness of Online�Based Education and Training During the Covid-19 Pandemic In Binjai City, North Sumatra Province. Purpose: The purpose of this study was to identify how effective online-based education and training is in Binjai City, North Sumatra Province. Methods: The method used in this research is a qualitative descriptive study with an inductive approach. Data collection techniques through interviews, observation and documentation. Results/Findings: The results of this study indicate that online-based education and training in the midst of the Covid-19 pandemic can run effectively. The conclusions are based on indicators, namely: (1) The reactions obtained are in the form of high interest and satisfaction of participants towards the materials and learning methods in the Training and Education activities, (2) There is an increase in learning in the form of knowledge and skills gained by the participants after the Training, (3) There is a change in behavior in the form of increasing service orientation, integrity, commitment, time discipline, cooperation and leadership methods of participants in achieving organizational goals at their respective OPD workplaces, and (4) Results in the form of benefits and costs used. Conclusion: The effectiveness of online-based education and training during the Covid-19 pandemic in improving employee competence in Binjai City, North Sumatra Province by involving CPNS training participants in education and training is already effective. This can be seen from the overall results of the researcher's interviews with various informants regarding the success of achieving effectiveness indicators which are marked by increasing the competence and skills of employees. Employee participation in online education and training is technically no different from the direct implementation of training, but only in space and time, so that the implementation of online training during the pandemic can run as it should and prove effective. Regarding field observations of the implementation of online-based education and training at the time of the research, it could not be carried out because the implementation of online-based training had been completed.
