Abstract

The author focuses on the problem of the impact of the Covid-19 pandemic which has an impact on employment problems, namely the increasing number of unemployed. Purpose : This study aims to determine the strategy of the Bitung City Manpower Office in overcoming the increase in unemployment during the Covid-19 pandemic, the factors that support and hinder its strategy and efforts to overcome the obstacles. Method : This study uses a qualitative descriptive method with an inductive approach to provide an overview of facts and data that occurs in the field through data collection techniques, namely observation, interviews and documentation. The sampling technique used purposive sampling and snowball sampling, while the data validation used data triangulation and data analysis techniques, namely data reduction, data presentation and conclusion drawing. Result : The findings obtained by the authors in this study are the Manpower Department's strategy in overcoming unemployment, the implementation is quite good, and the utilization of the results is classified as good, although it is still constrained by several shortcomings, namely in terms of the budget, the ability of the workforce, as well as data and information. Conclusion : The employment of the Bitung City Manpower Service in overcoming unemployment during the Covid-19 pandemic in Bitung City is good but not optimal. This is caused by several inhibiting factors, including budget refocusing, there are workers who do not have maximum skills or abilities, lack of data related to employment and lack of information regarding job seeking companies. These obstacles can be overcome through the efforts made such as establishing cooperative relationships with job search companies, optimizing workforce training programs and completing data and information related to employment in Bitung City.
