Abstract
The author focuses on the leadership role of the Mairasi Chieftain in overcoming the problem of customary land conflicts that occur in Kaimana Regency. The purpose of this study is to be able to find out how the role of the Mairasi Chieftain in overcoming customary land conflicts and the causal factors that influence the emergence of conflicts and the efforts made. The method used is the Qualitative Method using a descriptive qualitative approach and analysis using the theory of the Leadership Role of Prof. Dr. Miftah Thoha. The results of the study found that the causes of ulayat land conflicts in Kaimana Regency were people still using stories passed down from their ancestors as unwritten laws, unclear boundaries between tribes and increasing economic value of land. Internal factors that hinder the conflict resolution process are unclear boundaries and land owners and witnesses do not want to be witnesses. An external factor that becomes an obstacle is the presence of a third party that creates new problems. The role and efforts of the Mairasi Tribal Chief in resolving conflicts are to approach the disputing parties and as a peace judge and take customary oaths to the disputing parties. Suggestions from this research are to make a program to rewrite the history of the land of each tribe and form a Regional Regulation regarding the boundaries of the customary territory of each tribe.
