Abstract

Problem Statement/Background (GAP): The development of information and communication technology encourages the emergence of various application systems that are applied to meet the needs of the public service sector. The city of Surabaya is one of the regions that has implemented a modernization system through e-Government in almost all Regional Apparatus Organizations in the Surabaya City Government. In providing services in the education sector, the Surabaya City Education Office applies the Surabaya Teacher Application Information System to assess the performance of teachers and education personnel in the city of Surabaya. Purpose: The purpose of this research is to find out and analyze. To find out and analyze the optimization of SIAGUS in teacher performance assessment in the City of Surabaya East Java Province, what are the inhibiting factors in operating SIAGUS in the City of Surabaya East Java Province, and what are the efforts made by the Surabaya City Education Office in overcoming the problems of optimizing SIAGUS. Method: The research design that used by researches in this research is qualitative research design with descriptive methods. Data collection techniques used for this research are observations, interviews, and documentations. Data analysis techniques for this research are reduction analysis, data presentation, and conclusions drawing or verification. Results/Findings: The results of the study (1) The research shows that the optimization components include: system quality, information quality, service quality, usage intensity, user satisfaction, and profit. (2) The supporting factors for the component of teacher performance assessment are objective, fair, measurable, accountable, and participatory. Conclusion: The results of this study concluded that the Optimization of the Surabaya Teacher Application Information System (SIAGUS) in Teacher Performance Assessment in the City of Surabaya, East Java Province has been going well, this is evidenced by the ease of assessing teacher performance. However, it has not run optimally because not all teachers and education personnel are able to operate SIAGUS. It is hoped that the government will conduct periodic evaluations and monitoring in order to improve teacher performance assessment services through SIAGUS.
