Abstract
ABSTRACT Problem Statement/Background (GAP): (Contains the background behind the research).The Public administration services have become one of the standards for assessing government performance that is seen and felt by the community. With the holding of the One Stop Integrated Service, it aims to be able to save costs and time required for licensing arrangements. This means more efficient and effective licensing services. The Banda Aceh City Government as one of the implementing elements of public services to the community guarantees the implementation of quality, affordable, measurable, cheap and simple public services.Purpose to analyze and find out the administration of licensing administration services, the inhibiting factors in the licensing application process and the efforts made to overcome the inhibiting factors in the licensing application process by the Banda Aceh City Investment and One Stop Integrated Service.Methode: This study uses descriptive qualitative research methods with an inductive approach, where the authors obtain data by means of interviews, observation and documentation Result : of the nine principles of public service quality that must be met by public service providers, as stated in the Regulation of the Minister for Empowerment of State Apparatus and Bureaucratic Reform Number 14 of 2017 related to nine indicators of public services. the principle of service in the Banda Aceh City DPMPTSP is implemented. This can be proven by nine indicators that give positive results. The indicators for the requirements in the Banda Aceh City DPMPTSP have been easy to fulfill and be followed by the community. In addition, information disclosure related to requirements can be easily obtained through the information desk or website/social media. Indicators of costs/tariffs for Banda Aceh City DPMPTSP align costs with community expectations by providing free licensing services without additional costs and practicing KKN/illegal levies during the licensing process for the general public. Behavioral Indicators Implementing employees at DPMPTSP on discipline, friendliness, & courtesy have been very good.Conclusion: The DPMPTSP of Banda Aceh City has followed the principle of quality of public services well in accordance with the Regulation of the Minister of Administrative Reform and Bureaucratic Reform Number 14 of 2017. The advice given from the results of this study is that it is necessary to disseminate information about the licensing service program implemented in.
