Abstract
problem Statement/Background (GAP): Bureaucratic reform related to human resources, one of which is the competence of employees in the application of personnel service application systems in the era aimed at improving abilities and skills in serving the community and employees. Able to compete with the world in terms of the use of technology and information so that their competencies become superior.Purpose: This study aims to determine and describe the competence of employees in the application system of personnel services in the civil service agency and human resource development of Ternate City. Method: The technique used in The research design used in this research is a qualitative descriptive research approach and is subjective. And the data analysis techniques used are data reduction, data presentation and conclusion drawing or verification. Result: The results of the study indicate that the competence of employees in implementing the personnel service application system in the Ternate City staffing and human resource development agency has not gone well, this is evidenced by the fact that there are still many employees who still do not understand the use of technology and information, especially for those who are not old enough. young again. Some of the obstacles to increasing employee competence are the absence of implementing education and training due to the reallocation of funds for COVID-19 which aims to reduce the spread of the virus, supporting facilities and infrastructure in this case, namely computers and printers that are still lacking, as well as resource persons or managers. The data is still very little so that it affects the slowness of the service that is carried out. Conclusion : The Ternate City Personnel and Human Resources Development Agency has carried out the use of SAPK well. this is evidenced by several competencies that have been achieved by employees of the Ternate City Personnel and Human Resources Development AgencyKeywords: Competence, Application, Personnel Service Application System.
