Abstract
ABSTRACT Problem Statement/Background (GAP): (Contains the background behind the research). The special authority possessed by DIY is the implementation of asymmetric decentralization based on the origins, history, and local wisdom of the DIY community. Of the 5 (five) privileged powers owned by DIY, one of them is land affairs. The privileged authority is in the form of facilitating the management and utilization of KasuItanan/Sultanate Ground (SG) and Kadipaten/Pakualaman Ground (PAG) lands.Purpose to find out information about the implementation of the privileged authority on land affairs carried out by the DIY Provincial Government, the obstacles faced, as well as the DIY Provincial Government's efforts in realizing the welfare of the community through the implementation of the privileged authority on land affairs.. Methode: This study uses descriptive qualitative research methods with an inductive approach, where the authors obtain data by means of interviews, observation and documentation Result Legalistic Law Number 12 of 2013 concerning the Privileges of DIY and its derivative regulations provide a mandate and provide guidelines for the Sultanate, Duchy, and the involvement of the Regional Government (DIY Provincial Government) as a facilitator to manage and utilize the Sultanate Land and Duchy Land with the aim of developing culture, interests social welfare and social welfare.. Conclusion: The implementation of the privileged authority for land affairs by the DIY Provincial Government has been carried out well, but there are still some challenges and obstacles faced. Obstacles faced in the implementation of the privileged authority on land affairs are: Coordination and communication, it requires equalization of perceptions from each implementing agency. The Yogyakarta Provincial Government's efforts in realizing community welfare through the implementation of the privileged authority on land affairs include: Community empowerment, through granting status rights to Sultanate Land and Land Duchy, as well as cooperating with second parties in the utilization of the Sultanate Land and Duchy Land to improve the community's economy.
